Grand Jury report on absentee balloting in the OC

I received this from a colleague, an Orange County grand jury report on absentee balloting procedures in Orange County, California. There is a great deal of interesting procedural detail for election geeks who study absentee voting (Paul?) in this report, as well as some interesting data from the November 2006 election.
