Interesting twist on Voter ID: Veiled Women and Voting

There is an interesting story from the CanWest news service, reporting on the decision by Canada’s chief elections officer, allowing veiled women to vote without showing their faces.

There appears to be two laws in conflict in Canada. A recent law requires visual identification of voters when they cast their ballots at the precinct. The elections officer is appealing to a different law, which provides for alternate modes of balloting (I think she is referring to absentee voting) that do not require visual identification.
