Will Colorado be the next fully vote by mail state?

A story came out today (thanks to electionline.org) in the Rocky Mountain News, reporting that county clerks urged the state to go fully vote by mail in 2008 in order to avoid an election meltdown.

Delays in certifying new voting machines, and problems with the statewide registration database, have caused many clerks to want to opt for the old reliable paper-based absentee system.

FYI, Colorado has allowed permanent absentee status for the first time in 2008.
