Remember that problem with "decline-to-state" ballots in LA County?

Some of you may remember the controversy earlier this year over problems associated with the “decline-to-state” ballots in Los Angeles County, during the February Super Tuesday primary (see, for example, some of my earlier postings about this[January 29, 2008;February 1, 2008;February 12, 2008;February 13, 2008;February 29, 2008.]) I had a chance last week to see what LA County officials have planned to avoid similar problems in the upcoming June statewide primary; the biggest change will be that the decline-to-state ballots will be pre-marked so that the scanning devices will be able to differentiate all decline-to-state ballots, even if a decline-to-state voter forgets to mark their ballot correctly.
