A federal judge in New Mexico ruled that the New Mexico Human Services Department has not been fulfilling their obligations under the National Voter Registration Act of 1993 (NVRA). The court ruled that registration forms must be provided to clients whether they ask for them or not and that the Secretary of State has the responsibility to ensure that state offices comply with NVRA.
