The USA Today has a story about how actually counting all of the provisional ballots may cause delays in reporting official eleciton results. They also make a connection between provisonals and the new ID requirements–the argument being that provisionals are more likely where there are strict ID requirements–and how these states will likely take much longer to report results since the provisionals could be the difference in who wins.
