EAC contingency planning and change management guidelines

The EAC has some interesting new documents on their website for election officials. One is this “Contingency Planning and Change Management” document. This looks like a pretty helpful document, just the sort of thing that Thad and I have been recommending for some time (see, for example, Electronic Elections, especially Chapter 8).
