Rick Hasen posted a little news item about the top-two primary, and the avalanche of debate has already begun on the election law listserv.  Rick and I talked about this when we were in DC for the ELJ / UCDC / AEI / Brooking post election conference.  I was on the opposing side of a similar proposal in Oregon in 2008 (it lost 65-35) and Rick is on the supporting side in CA.

I think Rick is just trying out arguments, the sneaky little blogger!
